The HKAM Online Training Course for Expert Witnesses, organised by the Professionalism and Ethics Committee of the Academy, with support by esteemed organisations, including the Centre for Medical Ethics and Law of the University of Hong Kong, Hong Kong Bar Association, Hong Kong Advocacy Training Council, Law Society of Hong Kong and Medical Protection Society, has been well received by the Academy Fellows and specialist trainees since its launch in October 2022. So far, 129 Fellows have completed the whole course.

Mr. Mohan Bhagwani SBS SC started his private practice in 1978 as a Barrister and, later, as a Senior Counsel.  He is a specialist in Insurance Law, Commercial Law, Personal Injuries and Medical Negligence.  He was appointed to the High Court in 2010 and served for 11 years, during that period, he was the Judge in Charge of Commercial List for 2 years and Personal Injuries List for 9 years.  After his retirement from the judiciary, he has returned to his previous practice as an Arbitrator and a Mediator.  As a CEDR Accredited Mediator and a HKMAAL Accredited Mediator, he has conducted nearly 100 mediation cases, mostly involving personal injury cases and commercial disputes, with a high success rate.  He is also currently working as an Adjunct Professor in the HKU Department of Professional Legal Education.

Mr. Woody Chang had practised for almost 30 years as a defence lawyer in medical litigation and had beena an Equity Partner and the Head/Co-Head of the Healthcare Team of Mayer Brown for 20 years before retiring in July 2024.  Mr. Chang has extensive experience in advising and representing public and private hospitals as well as healthcare professionals in civil and criminal litigation, mediation, disciplinary proceedings, judicial reviews, death inquests and various tribunal hearings. He was one of the Editorial Board members and authors of the Clinical Risk Management Handbook jointly published by the Medical Protection Society and the Hong Kong Medical Association and had served as the honorary legal advisor to many professional organizations.  Mr. Chang received the Award for Distinguished Contributions from HKAM in December 2024.

He served in the Committee on Child Abuse, Task Group on Review of Procedural Guide for Handling Child Abuse Cases, and Child Fatality Review Panel of HKSAR. Dr. Chiu, MB,BS (HK), FCSHK, FHKAM (Surgery), Specialist in General Surgery, LLB(Hons) Lond, is an Honorary Clinical Assistant Professor at the Department of Family Medicine and Primary Care, the University of Hong Kong (HKU). He is the Co-chairperson of the Academy’s Professionalism and Ethics Committee, the Convenor of Task Force on Laws for Healthcare Practitioners and the Director of Training Course for Expert Witnesses of the Academy (HKAM). Dr. Chiu is a Senior Research Fellow of the Centre for Medical Ethics and Law, HKU, jointly founded by the Faculty of Law and Faculty of Medicine.  His research areas include medicolegal, expert witnesses, healthcare law, healthcare ethics, apologies, apology legislation, negotiation and mediation. He is also interested in disciplinary proceedings and regulators. In this field, he is a Medical Assessor and a member of Preliminary Investigation Committee (1) of the Medical Council of Hong Kong, a member of the Barristers Disciplinary Tribunal Panel and of the Solicitors Disciplinary Tribunal Panel.

Dr. Chiu has published extensively on his research areas. He was the Editor and Contributor of “Clinical Risk Management Handbook”, published by the Hong Kong Medical Association & Medical Protection Society (2013). Sophie graduated in medicine with Honours from Leicester University in 2000. She started her career as a paediatrician. After passing her paediatric membership she entered public health medicine. She passed her MPH with distinction and became a Fellow of the Faculty of Public Health before practising as a Consultant in Communicable Disease Control. She moved into medicolegal medicine six years ago, working for Medical Protection. She has passed The Diploma of Legal Medicine with Distinction, written several articles about claims and delivered training on this topic. Using her experience of claims management, Sophie delivers the submodules on consent and expert witnesses.

Mr. Lester Huang is a practising solicitor and has served in P.C. Woo & Co. for over 35 years. He is a current Co-Chairman of the firm. Mr. Huang's practice covers estate planning, wills and probate. He uses trusts and other vehicles to give effect to the intentions of his clients which vary from simple testamentary arrangements to complex structures in multi jurisdictions. As a representative of the Law Society, Mr. Hung serves as the External Examiner of Criminal Litigation Practice at the Chinese University of Hong Kong, City University of Hong Kong and the University of Hong Kong.  He is also an Adjunct Professor of Law of the Hong Kong Shue Yan University and the Law School of Beijing Normal University.

Prof. Leung is a neurosurgeon, Clinical Professor, and the holder of the endowed Tsang Wing-Hing Professorship in Clinical Neuroscience at the University of Hong Kong (HKU). He graduated from the Medical College of St. Bartholomew’s Hospital, London, with M.B.B.S. and the University College London with Intercalated BSc. in Physical Anthropology in 1992. During his surgical training in the U.K., U.S. and Hong Kong, he was awarded the Hallett Gold Medal by the Royal College of Surgeons of England, and the J. Douglas Miller Medal in Neurosurgery by the Royal College of Surgeons of Edinburgh. He joined HKU in 2005 where he obtained two doctorate degrees of M.S. and PhD. He holds a Master of Laws (LLM) degree in Medical Law and Ethics with Distinction from the University of Edinburgh and the School of Law’s McLagan Prize for Best Graduate.

He is currently the Immediate Past President of the Hong Kong Academy of Medicine, Co-Chairperson of its Professionalism and Ethics Committee, the Director of the School of Clinical Medicine and Senior Advisor to the Teaching & Learning Sub-Deanery at the LKS Faculty of Medicine, Co-Director of the Centre for Medical Ethics and Law at HKU, and Board Member of the International Association of Medical Regulatory Authorities. Prof. Albert Lee is a Senior Research Fellow of Centre for Medical Ethics and Law and an Honorary Professor of Department of Paediatrics and Adolescent Medicine of HKUMed.  He obtained his Medical Degree and Law Degree at University of London in 1984 and 2015 respectively.  He possesses higher academic and/or professional qualifications in Family Medicine, Public Health, Legal Medicine, Law, Arbitration, Mediation, and Education. He was admitted as Lawyer by NSW Supreme Court in 2021 Barrister and Solicitor by New Zealand High Court in 2022, and registered foreign lawyer in Hong Kong in 2025.  Albert has published over 270 papers in peer-reviewed journals and he is the editor of four books in primary healthcare, one book on “Healthy Setting Approach” and one book on “Healthcare Law and Ethics.

Mr. Lee is a Solicitor Advocate with Higher Right of Audience practising in various aspects of litigation, arbitration, regulatory and disciplinary (including medical, dental and health care professional disciplinary tribunals) matters. Mr. Lee is the founding partner of his firm established 25 years ago. Marco was admitted as a barrister in 1996. With his law degree and postgraduate certificate in laws obtained from the University of Hong Kong, and two master’s degrees in laws from the City University of Hong Kong, Marco served as Government Counsel and later Senior Government Counsel in the Department of Justice (DOJ) for 12 years. He then joined the Judiciary as a Permanent Magistrate for 6 years, during which he also served as Deputy District Judge and Assistant to the Justices of Appeal (Criminal). 

Marco is experienced in handling criminal matters and specializes in commercial fraud, money laundering, corruption, market misconduct, cybercrime, tax and occupational safety.  After resuming to private practice in 2016, Marco has been doing advisory, trial, and appellate works while serving as a member of the Torture Claim Appeals Board.

He specialises in public law and family litigation and is recognised as a top judicial review, private client, family & divorce barrister by Doyle’s, Legal 500 and Chambers & Partners.  Azan also handles commercial disputes, offering mediation and conducting Private Adjudication under PDSL9.  In addition to his role as a misconduct investigator, Azan has authored legal texts and serves as a Lecturer at the University of Hong Kong.

Dr McGuire obtained her medical qualification from University of Dundee, Scotland, and trained as a GP in Cumbria, England. After 11 years as a doctor with a personal interest and expertise in Women’s health and urgent care primary care work, Dr McGuire joined the Claims team in MPS in 2015, specialising in clinical negligence claims. She is a Medicolegal Consultant and subject matter expert within MPS, writing many articles on claims, indemnity and clinical negligence or malpractice for publications within the UK and Ireland. One of her articles had also been published in an American journal, Inside Medical Liability.

Peter joined Medical Protection in 2020 as a Claims Manager for Asia and the Caribbean. Prior to this he worked as a Plaintiff Clinical Negligence Solicitor. Peter obtained his Law degree with Honours from the University of Essex after which he attended the College of Law where he obtained his Post Graduate Diploma in Legal Practice with Distinction. Peter qualified as a Solicitor in 2013 and in 2018 he gained the accreditation of Solicitor-Advocate (Higher Courts Civil Proceedings). In addition, whilst not practising or a member, he studied and passed the Chartered Tax Advisors examinations.

Jonathan’s practice covers family disputes, litigation concerning mental capacity, inheritance related claims and surrogacy representations. As a medical graduate of Aberdeen University Medical School, Bernard had practised medicine in UK, Hong Kong and China, working in the field of emergency medical evacuation and in general practice. Kumar has been in private practice since he was admitted to Hong Kong Bar in 1978. His practices are principally in the field of Insurance Law, Personal Injuries and Medical Negligence. A counsel of first choice for complicated and "big ticket" quantum claims, he was appointed Senior Counsel in 2009. Kumar has sat as Deputy High Court Judge of the Court of First Instance. He was elected as Vice-Chairman (2010-2011) and as Chairman (2011-2013) of the Hong Kong Bar Association. Kumar is an accredited CEDR mediator and is appointed to the panel of arbitrators of the South China International Economic and Trade Arbitration/ Shenzhen Court of International Arbitration.

Christine Tsang leads the Healthcare Team in Kennedys Hong Kong office.  Qualified in Hong Kong and England and Wales, she specialises in matters relating to medical negligence, professional indemnity, public inquiries and inquests.  She has been ranked as a Band 1 Clinical Negligence lawyer by Chambers Greater China Region (2024-2025) and a recommended Dispute Resolution: Litigation lawyer by Legal 500 Asia Pacific (2022-2025).

Christine is the honorary legal adviser of a number of organisations, including the Hong Kong Medical Association, Hong Kong Breast Cancer Foundation, Hong Kong Society of Breast Surgeons and Hong Kong Medical Association Charitable.  She is also the Adjunct Assistant Professor at The Jockey Club School of Public Health and Primary Care of The Chinese University of Hong Kong, and is regularly invited by professional associations and universities to share her thought leadership across a broad range of medico-legal issues in Hong Kong.

Ricky is an Of Counsel in Kennedys Healthcare Team in Hong Kong.  Qualified in Hong Kong, Ricky acts for the Hospital Authority and private doctors in relation to a variety of medical malpractice cases including catastrophic claims.  He also specialises in disciplinary matters as well as defending healthcare professionals in criminal cases. Ricky is a regular speaker and author on medico-legal issues in Hong Kong.

Meiling and leads the Kennedys Liability Defence Team in Hong Kong.  She qualified in Hong Kong and England and Wales (1999) and is named as a Recommended Lawyer for Insurance by Legal 500 Asia Pacific (2025).

Meiling specialises in employees’ compensation, employers’ and public liability matters with a particular focus on construction related accidents, large or sensitive losses and policy disputes.  This includes multiple claimant incidents, catastrophic injuries, high profile sporting accidents, school liability, complicated triple insurance issues as well as various property damage claims.  She also manages voluminous injury claims with particular emphasis on IT solutions for claims management.
